The Board of Directors of the Heber Public Utility District started to receive inquiries in early 2008 regarding the feasibility of the Town of Heber becoming an incorporated city. The Board took steps to contract with Rosenow Spevacek Group, Inc. to conduct the study. The "Initial Fiscal Analysis" was completed on March 16, 2009 and presented to the Heber Public Utility District Board of Directors at a Special Board meeting on March 30, 2009.
